Jose Filadelfo “Joefil” R. Escay is an entrepreneur, project developer and financial specialist. He brings extensive experience in creating strategic partnerships, managing company start-up and expansion, and organizational development. These include businesses in electric power distribution, water supply and sanitation, telecommunication, and information technology. He also has industry experience in real estate development and general aviation. Joefil’s experience in the public sector comes from his specialist positions and leads in utility management and restructuring, energy and economics at the World Bank (Washington, DC), with country work on the Philippines, Mongolia, India and Bolivia. The combination of over 30 years of private and public sector experience, a graduate degree in International Business from a top-ranked university in the United States and a bachelor’s degree in Economics, equips Joefil to think “out-of-the-box” and develop creative solutions. In an international JV, Joefil developed an asset purchase “claw-back” mechanism to enhance parity between the partners.
